China Energy News Network (Intern Reporter Wang Ke, Reporter Bai Yu) It was learned from the official website of the International Trade Administration U.S. Department of Commerce that The US Department of Commerce announced the final ruling on April 21, imposing anti-dumping duties (AD) and countervailing duties (CVD) on crystalline photovoltaic cells and modules from Cambodia, Malaysia, Thailand and Vietnam. Among them, the tax rates for enterprises such as Hounen Solar and ISC in Cambodia were as high as 3,403.96%.

This “anti-dumping and countervailing duty” investigation covers photovoltaic products in four Southeast Asian countries, and the final ruling rates show dual characteristics of “country-specific” and “enterprise-specific”. According to the final ruling, the tax rates in Cambodia range from 534.67% to 3,403.96%, in Thailand from 263.74% to 799.55%, in Vietnam from 68.15% to 542.64%, and in Malaysia from 14.64% to 168.80%. Enterprises cooperating with the investigation (such as the Malaysia factory of Hanwha Q Cells) received a minimum countervailing duty rate of 14.64%. However, four uncooperative enterprises in Cambodia, namely Jintek Photovoltaic Technology, Hounen Solar, ISC and Solar Long PPV -Tech, were taxed at the maximum rate.

It is learned that this investigation originated from the petition of the U.S. Solar Manufacturing and Trade Commission (composed of seven companies including Hanwha Q Cells and First Solar) in April 2024, accusing the four Southeast Asian countries of “systemic dumping” and “government subsidies”. And directly pointed out that Chinese enterprises circumvent tariffs on China through production capacity in Southeast Asia.

The United States International Trade Commission (ITC) will make a “damage determination” on June 2nd, and the relevant tax rate will officially take effect on June 9th.
